Mill Creek Dredging
30 Sept 2002 Letter from David Kemp to the Corps of Engineers highlighting factual errors made by the reviewing agencies and requesting reconsideration of the decision to postpone dredging of the Mill Creek tidal headwaters.  No response to this request was ever received from the COE.
12 Sept 2002 Letter from the Corps of Engineers to David Kemp replying to the County's application to dredge a main channel extension and spur channels in the headwaters of Mill Creek. The Corps noted that a study of SAV growth in Cypress Creek and Grays Creek was ongoing, and stated:

"... we are returning your application pending results of this study. You will be advised when the study evaluation is completed. At that time, you may resubmit the subject application to this office for our re-evaluation."

The document also contains letters from the U.S. Fish and Wildlife Service and the MD Department of Natural Resources received during the permit review process.

26 Sept 2001 Public Notice from the U.S. Army Corps of Engineers announcing a 30 day comment period on the County's application to dredge a main channel extension and spur channels in the tidal headwaters of Mill Creek.
30 May 2001 Letter from Daniel Werner, P.E., regarding the dredging of Mill Creek under Wetlands License #84-106, stating:

"I inspected the dredging of Mill Creek during construction, which was done under the subject license by Anderson Marine Construction. To the best of my knowledge, this dredging was done in accordance with the subject Wetlands License."

31 Mar 1986 Divinity Cove drawings by Anarex showing the original dredge spoil area & storm water drain locations. Analysis of soil in the dredge spoil area would demonstrate that dredging actually occurred during construction of Divinity Cove, addressing one of the issues raised during the 2001 dredging permit evaluation.
12 Aug 1984 Wetlands License #84-106 issued to Connolley Developers Inc for dredging Mill Creek. The drawing shows that the dredging area includes the tidal headwaters to the southeast of Divinity Cove.
